(INDIVIDUAL CONSULTANT SERVICES)

NAME OF PROJECT: MILLENNIUM CHALLENGE ACCOUNT – CABO VERDE

  

Consultant to support MCA-CV in the preparation of the Compact Completion Report

The Millennium Challenge Corporation signed, on July 4th, 2005, a five-year Compact with the Government of Cape Verde for approximately US$ 110 million that entered into force on October 17, 2005 and will have its end date on October 16, 2010.

 

The program is comprised of three projects: i) Watershed Management and Agriculture Support, ii) Infrastructure Development, and iii) Private Sector Development, to achieve the following objectives:

  • Increase agricultural productivity in three watershed areas of Paul, Mosteiros and Fajã, respectively in the islands of Santo Antão, Fogo, and São Nicolau;
  • Increase integration of internal markets and reduce transportation costs;
  • Increased Financial Intermediation and Competition in the Government Securities Market.

In order to implement the Program, the Government established the MCA-Cape Verde, as an independent unit, pursuant to Resolution nr. 24/2005 of July 4, published in the Official Gazette.

 

The Cape Verde Compact will have its End Date on October 16, 2010. Before this date and the completion of the Compact program, it is required to comprehensively assess three fundamental questions: (i) Did MCA-CV meet Compact objectives; (ii) Why did the Compact program meet or not meet these objectives; and (iii) What lessons can be learned from the implementation experience (both procedural and substantive).

 

Therefore and according to MCA-CV Closure Plan (a concise document describing the closure strategy for each Project and Activity of the Compact) and its related Guidelines for the Program Closure of Millennium Challenge Compacts, MCA-CV will have to develop the Compact Completion Report (CCR). The purpose of the CCR is to provide a vehicle for self-evaluation by MCA-CV with respect to the above three key questions. Specifically, the CCR is intended to provide the MCA-CV perspective on: 

(a)   The performance of the compact relative to its stated objectives; 

(b)   Factors (positive and negative) that affected implementation and outcomes; and

(c)   Key lessons learned during implementation.

 

The CCR is prepared with contribution of the full MCA-CV team with support of hired consultants to prepare elements of the CCR or in performing analyses that will feed into the CCR.

 

In this context the Management Unit of the Millennium Challenge Account for Cape Verde (MCA-CV) seeks to contract an Individual Consultant to:

  •  Based on Guidelines for the Program Closure of Millennium Challenge Compacts and MCC guidance on the preparation of Compact Completion Report, support the MCA-CV in develop a draft MCA-CV CCR and associated executive summary and preparing analyses that will feed into the CCR.

 

The consultant´s required skills and experience are:

 

  • A minimum university level Master’s degree in Economics, Social Sciences, or a development related field, with strong analytical experience;
  • At least 10 years of demonstrated experience in developing programme/projects;
  • Demonstrable experience of providing a critical analysis of the programme/projects progress, logical frameworks and results frameworks of development programmes, particularly with regards to the logic and coherence between different level results;
  • Advanced skills and experience in project management;
  • Strong organizational and time management skills and capacity to work across multiple institutions and stakeholders;
  • Very good knowledge of qualitative and quantitative research methods and methodologies, including preparing case studies;
  • Analytic and synthetic skills are essential;   
  • Excellent writing skills (English);  
  • Experience in quality assurance, drafting and finalizing of evaluation reports
  • At least 10 years of demonstrated experience working in developing countries.

The level of effort should be no more than 30 business days from July 30th, 2010 to September 15th, 2010.

 The Millennium Challenge Account – Cabo Verde (MCA–CV) now invites eligible individual consultants to indicate their interest in providing the services. Interested consultants must present their curriculum vitae and all others relevant information confirming that they are qualified to perform the services (description of similar assignments, experience in similar conditions, etc.).

An individual consultant will be selected in accordance with the procedures set out in the Millennium Challenge Account – Cabo Verde Procurement Guidelines, included in the Procurement Agreement that can be found at www.mca.cv.
