 NAME OF PROJECT: MILLENNIUM CHALLENGE ACCOUNT – CABO VERDE

Consultant to perform the Cape Verde Compact Economic Rate of Return (ERR) Assessment and Detailed Beneficiary Analysis

The Millennium Challenge Corporation signed, on July 4^th, 2005, a five-year Compact with the Government of Cape Verde for approximately US$ 110 million. The program is comprised of three projects: i) Watershed Management and Agriculture Support, ii) Infrastructure Development, and iii) Private Sector Development.

MCC analyzes the likely impact on economic growth of its programs by evaluating whether the proposed programs are consistent with international evidence on drivers of economic growth and by conducting project-specific benefit-cost analysis to estimate the economic impact as estimated by the Economic Rate of Return.

The ERR analysis used by MCC to inform investment decisions provides an estimate of the total increase in incomes attributable to a proposed MCC-funded activity relative to the total costs. This estimated increase in total incomes, however, does not distinguish among different types of beneficiaries and, consequently is not able to describe with precision the impact of a proposed project on the poor or any other specific population group.  Therefore, MCC performs a Beneficiary Analysis (BA) to understand the distributional implications of MCC investments.

In this context the Management Unit of the Millennium Challenge Account for Cape Verde (MCA-CV) seeks to contract a consultant to:

• Based on MCC guidance on Economic Analysis, update ERR models of Compact Projects loading actual costs and modifying assumptions in order to more accurately project returns and benefit streams upon Project completion;
• Based on MCC guidance on Beneficiary Analysis, develop ‘Poverty Scorecards’ for each Project financed under the Compact and prepare corresponding detailed narratives to accompany each Poverty Scorecard.  The Detailed Beneficiary Analysis will provide clarifications and references with regard to the estimates provided in accompanying Poverty Scorecard and highlight other information not represented in the Poverty Scorecard template.

 The consultant´s required skills and experience are: 

• A minimum university level Master’s degree in Development Economics, Econometrics Minimum Master’s degree in Development Economics, Econometrics, or related field, with strong analytical experience;
• Demonstrated national and/or international experience in conducting benefit-cost analysis; 
• At least 7 years of demonstrated experience in quantitative economic research, namely statistical analysis of large databases, including household expenditure survey data, analyses and forecasting techniques, with experience supplementary qualitative methods;
• Fluent in Portuguese with English proficiency; both written and oral;

 Full-time equivalent level of effort not to exceed 45 business days from July 5^th, 2010 to September 15^th, 2010.
